ST1 - Updating MariaDB from 10.5 to 10.6

Hello,

We have had several users over the last few days report random slowness / connection issues.  Some users suspect this is related to MySQL.

As a step towards helping to rule that out we are upgrading MariaDB on ST1 from 10.5 to 10.6.

You may see some momentary MySQL outages while this process happens.

The upgrade took only a couple of minutes and went smoothly.

We did also remove the CloudLinux DB_Governor in the process.  The DB_Governor was configured to only throttle if you were using 12 full CPU cores on MySQL for more than about a minute [I don't know anyone that's actually hit this].  It was just there as a safety limit to keep the server stable should something unexpected happen with a client account.

So far the issues of slowness / lag appear to have been resolved.
